What is Etimad? Saudi Arabia's government procurement platform, explained

Etimad is the Saudi Ministry of Finance's electronic platform through which government entities publish their tenders, receive bids, award contracts and pay suppliers. Every company that wants to sell to a Saudi ministry or government agency registers on Etimad, buys the tender documents there and submits its offer through it.

Whoever wants to sell to the Saudi government goes through Etimad. The Ministry of Finance launched the platform in 2018 to gather in one place what used to be spread across entities: announcing tenders, selling the tender documents, receiving and opening bids, awarding, contracts, then invoices and payment. It is the working implementation of the Government Tenders and Procurement Law issued in 2019 and its implementing regulations.

The kinds of tenders on Etimad

The law defines the contracting methods, and all of them appear on the platform:

  • Public competition: the default for government procurement; a public announcement anyone who meets the conditions may bid on.
  • Limited competition: addressed to a limited number of qualified suppliers, for work of a certain nature or value.
  • Two-stage competition: a technical stage to settle the specification and then a financial one, for complex projects.
  • Direct purchase: contracting with a named supplier in the cases the law allows, listed on the platform for transparency.
  • Framework agreement and electronic reverse auction: for recurring needs and for standard goods decided on price.

The life of a tender on Etimad

  1. Announcement. The entity publishes the tender with its title, activity, the price of the tender documents and its dates: the last day for enquiries, the last day for submitting offers, and the envelope-opening date.
  2. Buying the tender documents. There is no bidding without them; the fee is paid through the platform, and the specifications, bills of quantities and required documents are then available.
  3. Enquiries and addenda. A supplier may ask questions until the stated date, and the entity may issue addenda that change the specification or extend the dates; miss an addendum and you bid on outdated terms.
  4. Submitting the offer. A technical and a financial offer uploaded electronically before the deadline, with the initial guarantee (a share of the offer value, between 1% and 2% under the law) and the current statutory documents.
  5. Opening and evaluation. Offers are opened at the announced time and evaluated technically then financially against the criteria in the documents, with preferences for national products and for small and medium enterprises where the law provides.
  6. Award and contract. The award is announced on the platform, the winner provides the final guarantee (5% of the contract value) and signs the contract, and invoices and payments then run through Etimad as well.

What a supplier needs to register and bid

  • A valid commercial registration with an activity matching the tender, and an Etimad account tied to the company.
  • Current statutory documents: the Zakat and tax certificate, the GOSI certificate, the Saudization (Nitaqat) certificate, the chamber of commerce membership, and the contractor classification certificate where required.
  • For regulated products, their licenses: for example SFDA registration and a manufacturer authorization for medical supplies.
  • The ability to provide the initial guarantee, and a cash-flow plan that allows for the final guarantee and payment timelines.
